Mr. Fairbairn is a self-employed chartered accountant, consulting for public companies since 1990, and a member of the Institute of Corporate Directors.
He is a current officer or director of a number of TSX Venture Exchange-listed companies.

In the course of routine surveillance, Fitch Ratings has downgraded Indianapolis-Marion County Public Library, Indiana's (the library) approximately $97.7 million outstanding unlimited tax general obligation (GO) bonds to 'AA' from 'AAA', consisting of the following issues.
--$25.9 million unlimited tax, series 2002A.
Fitch simultaneously withdraws its rating on the library's general obligation unlimited tax refunding bonds series 2008 because they were never issued.
The Rating Outlook is Stable.

In an apparent coincidence, the Arizona auditor general's office said this week that it will soon examine Gila Community College's finances for fiscal year 2006.
Payson's Citizens Awareness Committee, in late October, requested that the auditor general comb through the community college's current finances to address seeming inconsistencies, including a wildly fluctuating deficit projection.
GCC has been audited just twice, in fiscal years 2004 and 2005.

West Virginia's tax modernization project is back on, but that doesn't mean businesses and individuals should necessarily expect lower taxes in the near future.
"Tax modernization does not always mean tax cuts," said Tax Commissioner Christopher Morris, chairman of a work group appointed by Gov. Joe Manchin to propose ways of making the state's tax system more efficient.

The slowdown in the housing market and resulting loss of fee-based revenue has forced the City of Prineville to make some staffing adjustments.
On Friday, the city eliminated the community development director position, a position held since August 2007 by Ricky Sites.
"What we're doing is reducing staff driven by the economic climate and the fee-based revenues associated with growth," said City Manager Steve Forrester.

While cities across Indiana are blaming new property tax caps for their financial woes, leaders in one community said fiscal discipline has helped them to flourish.

In an interview for Bloomberg Television's "Political Capital With Al Hunt," the senator suggests funding additional troops with an "additional income tax to the upper brackets, folks earning more than $200,000 or $250,000."
He also called for the North Atlantic Treaty Organization (NATO) to provide half of the new soldiers sent to Afghanistan.
White House Budget Director Peter Orszag has put the cost of each additional troop at $1 million.
